The Bookkeeper is responsible for inputting financial transactions.
The Bookkeeper maintains all financial records and completes the Annual Financial Report with New York State.
Additionally, the Bookkeeper files quarterly reports with State and Federal government concerning Payroll and Taxes.
S/he monitors all expenses regarding compliance with the budget.
The employee is required to perform all similar or related duties.
Supervision Required:
Under the general supervision of the Town Manager, the Bookkeeper is familiar with the work routine and uses initiative in carrying out recurring assignments independently with specific instruction.
The supervisor provides additional, specific instruction for new, difficult, or unusual assignments, including suggested work methods.
The employee is expected to recognize instances which are out of the ordinary and which do not fall within existing instructions; the employee is then expected to seek advice and further instructions.
Reviews and checks of the employee's work are applied to an extent sufficient to keep the supervisor aware of progress, and to insure that completed work and methods used are technically accurate and that instructions are being followed.
Supervisory Responsibility:
The Bookkeeper is not responsible for the regular supervision of any town employees.
Confidentiality:
In accordance with the State Public Records law, the Bookkeeper has regular access to confidential information such as official personnel files and department records.
Accountability:
Consequences of errors or poor judgment may include missed deadlines, delay of service or payment, legal repercussions, monetary loss to the Town, and adverse public relations.
Judgment:
Numerous standardized practices, procedures, or general instructions govern the work and, in some cases, may require additional interpretation.
Judgment is needed to locate, select, and apply the most pertinent practice, procedure, regulation, or guideline.
Complexity:
Work consists of a variety of duties that generally follow established, standardized operating practices, procedures, regulations, or guidelines.
The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation.
Work Environment:
The Bookkeeper performs work in a municipal office setting subject to frequent interruptions.
Noise or physical surroundings may be distracting, but working conditions are generally not unpleasant.

Relationships are primarily with the public, co-workers, consultants working for the Town (i.

The Bookkeeper is responsible for performing a range of financial administrative/book keeping duties including keeping track of grants and related files in accordance with grant requirements for reimbursement for the Town of Erwin, The Town of Erwin Industrial Development Agency and/or the Community Development Agency.
Processes transactions and maintains several bank accounts within multiple funds.
Responsible for the entering and processing of receipts from various Town departments including the processing of accounts payable including but not limited to ensure the accuracy of all invoices for appropriate documentation, verification of tax-exempt status and approval prior to payment.
Tracks and pays debit-card transactions and tracks credit card receipts for water and sewer department funds.
Monitors expenses regarding the budget compliance.
Tracks project costs for grants and seeks reimbursements.
Tracks and reports Town employee hours used for projects.
Monitors all interfund and intergovernmental transactions.
Estimates annual costs regarding payroll and accounts.
Acts as backup payroll clerk.
Prepares quarterly tax returns, W2 and 1099 forms.
Processes accounts receivable and accounts payable.
Maintains inventory for Highway Department.
Provides weekly and monthly financial reports to requesting town department.

Maintains detailed and accurate department records of all transactions.
Recommended Minimum
Qualifications:
Education and
Experience:
A minimum of an Associate's Degree in Accounting or the equivalent of a journeyman's level of trade knowledge; a minimum of one to three (1-3) years prior work experience; or an equivalent combination of education and experience.
Special Requirements:
As a condition of employment, the employee must successfully complete a personal background investigation.
Knowledge, Abilities and Skill Knowledge:
Working knowledge of the Uniform Municipal Accounting System (UMAS), New York State General Laws, municipal financial automated account software, office software such as word processing, data base management, or spread sheet applications as well as the Town's proprietary payroll and municipal accounting software.
Abilities:
Ability to plan and prioritize work and perform multiple tasks within a timely manner.
Ability to interpret and carry out job duties in accordance with municipal accounting principles and regulations in an impartial, consistent manner.
Ability to develop and recommend operational improvements.
Skills:
Perform work accurately and efficiently despite frequent interruptions, proficient organization, data entry, business arithmetic, verbal, and written communication skills.
